What is this?
The Music Game v3.0 is a competition. It's a game where 9 contestants, living all across the country, compete to make the best mix of the group. There's a 12 song limit and while it's an unwritten rule, mixes featuring good never-before-heard music are generally favored. All mixes are created, duplicated 9 times, and anonymously shipped to a central location by April 1, 2007. And once they're numerically tagged, these mixes are then divided up and sent to each participant, who has approximately 1 month to listen to and evaluate each mix before voting on the best of the best. The prize for winning is bragging rights as well as a much enhanced music collection. Superlatives are also awarded based on categories that are thus far undetermined.

Not sure, but I think he was singing from the perspective of a "Penny on a Track"
I think mix 5 was going for an overall Michael Flatly theme...emphasis on the Michael. It worked quite well! Mix 5, are you a big fan of Lord of the Dance?
While I can't speak to exactly what Ben Kweller was trying to say, I'll tell you how I took it:
"Come on pretty girl let me see those legs, before I get flattened away"... refers to the singer/penny's desire to enjoy his time with the girl before his time runs out.
Why would his time run out? I don't know. Maybe he's getting ready to be incarcerated? Maybe he's getting ready to die... or maybe he's just moving to California? Either way... he's hoping to take advantage of whatever time he has left with this girl. (and by take advantage... i mean "have lots of sex.")
